Why in the news?

Recently the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) and the National Academy of Direct Taxes (NADT) have signed a Memorandum of Understanding (MoU) for sharing of resources.

About the agreement:

• A Memorandum of Understanding (MoU) was signed between NACIN and NADT to share resources such as best practices, expert faculty, training materials and innovative technologies.
• The agreement focuses on areas of common interest including sharing of resources and pedagogy in taxation, law and legal systems, commercial and procedural law, economic and administrative law, data analytics, cutting-edge investigative techniques such as dark web exploration.
• Risk management and ethics also fall within the scope of this MoU.

Importance :

• This MoU will facilitate both the Central Training Institutes to establish collaboration in sharing of resources and best practices for the mutual benefit of the officers of CBIC and CBDT.
• There will be provision for mutual training programs for officers of both the services including structured attachment of officer trainees.

About NACIN:

• It was established in 1955.
• NACIN is the apex training institute established to train officer trainees of the Indian Revenue Service (Customs and Indirect Taxes).
• It also provides in-service training for all officers and cadres under the Central Board of Indirect Taxes and Customs (CBIC).
• It was earlier known as National Academy of Customs, Excise and Narcotics (NACEN).
• The new campus of NACIN being built at Palasamudram is expected to become operational soon.
• Located in Faridabad, near New Delhi, the capital of India, the Academy operates under the aegis of the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, Government of India.
• NACIN is also contributing significantly to international capacity building in the field of customs, drug law enforcement and other indirect tax related issues through exchange of training and other capacity building resources with partner countries.

Operation :

• NACIN functions under the administrative control of the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, Government of India.
• NACIN is headed by a Director General, who is a senior civil servant of India belonging to the Indian Revenue Service of the rank of Additional Secretary to the Government of India.
• The Director General is assisted by Additional Directors General, Additional Directors, Deputy Directors and Assistant Directors.

Training:

• Training for Group A staff and foreign trainees is conducted at the main campus in Faridabad, and training for Group B and Group C officers is conducted at various regional and regional training centers across India.

About NADT:

• National Academy of Direct Taxes is the apex training institute of the Indian Revenue Service and Income Tax Department of the Government of India.
• It is situated in Nagpur.

It conducts several in-service courses for middle to senior management level officers of the Central Board of Direct Taxes (CBDT).
