Why in news:

Recently, Union Commerce and Industry Minister Shri Piyush Goyal has released the “Logistics Ease Across Different States (LEADS) Report, 2023”.

 

Important points:

  • According to Shri Piyush Goyal, the logistics sector will play a vital role in our endeavor to take India to a 10-fold growth from US$ 3.5 trillion to US$ 35 trillion by 2047.
  • Digital reforms like PM Gatishakti, Logistics Data Bank, Unified Logistics Interface Platform (ULIP), and GST are promoting better ranking of India globally.
  • 23 States/UTs have also notified their State Logistics Police to be in line with the National Logistics Policy.
  • Additionally, 16 states/UTs have granted industry status to logistics.
  • Citing a report by economic think tank NCAER, the minister said that the country's logistics cost is estimated between 7.8 percent to 8.9 percent.

 

About Logistics Ease Across Different States (LEADS) Report, 2023:

  • The 5th edition of LEADS 2023 report provides information on improvements in logistics performance at the State/UT level.
  • This highlights the enhanced overall stakeholder perception and impact of various reforms in the states and union territories.
  • In this report, states have been ranked on the basis of their logistics ecosystem.
  • LEADS 2023's integration of objective and perception-based data ensures a holistic framework for evaluating logistics performance.
  • The report is based on an all-India primary survey, which was conducted between May and July 2023.
    • Additionally, over 750 stakeholder consultations facilitated by national, regional and state associations contributed significantly to this comprehensive assessment.
  • Andhra Pradesh, Karnataka, Tamil Nadu, Chandigarh and Gujarat are among the 13 states and union territories that have again been classified as "achievers".
  • Last year, the number of states in the Achievers category was 15, but after Himachal Pradesh and Uttarakhand were moved to the "Aspirational" category, this number came down to 13.

 

Key findings of the LEADS 2023 report:

Group:

  • Achievers: Andhra Pradesh, Gujarat, Karnataka, Tamil Nadu
  • Fast Movers: Kerala, Maharashtra
  • Aspirants: Goa, Odisha, West Bengal

Landlocked Group:

  • Achievers: Haryana, Punjab, Telangana, Uttar Pradesh
  • Fast Movers: Madhya Pradesh, Rajasthan, Uttarakhand
  • Aspirants: Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand

North-East Group:

  • Achievers: Assam, Sikkim, Tripura
  • Fast Movers: Arunachal Pradesh, Nagaland
  • Aspirants: Manipur, Meghalaya, Mizoram

Union Territory:

  • Achievers: Chandigarh, Delhi
  • Fast Movers: Andaman and Nicobar, Lakshadweep, Puducherry
  • Aspirants: Daman & Diu/ Dadra & Nagar Haveli, Jammu & Kashmir, Ladakh

 

About Logistics Ease Across Different States Report:

  • This is an annual report.
  • This report was first released in 2018.
  • This report was conceptualized in 2018 on the lines of the World Bank's Logistics Performance Index (LPI).
  • The report is an indigenous data-driven index to assess logistics infrastructure, services and human resources across all 36 states and union territories.
  • The report relies entirely on perception-based surveys, incorporating both perception as well as objectivity, thereby enhancing the robustness and comprehensiveness of the exercise.
