Context

Other Effective Area-based Conservation Measures (OECMs) are emerging as a flexible, outcome-focused complement to India’s traditional protected-area network. By extending formal conservation recognition beyond government-administered national parks and sanctuaries to community, municipal, and private lands, OECMs offer an inclusive mechanism to strengthen biodiversity conservation without altering land ownership or traditional land use.

About OECMs

Definition & Scope

  • Convention on Biological Diversity (CBD) Definition: Geographically defined areas other than formal Protected Areas that are managed in ways that achieve positive, sustained, and long-term outcomes for in situ biodiversity conservation.
  • Outcome-Based Recognition: Unlike traditional sanctuaries, OECMs are designated based solely on proven ecological outcomes, regardless of whether their primary management objective is conservation, cultural preservation, or sustainable resource use.
  • Non-Regulatory Nature: Recognition bestows no statutory, financial, or administrative authority over the land, operating entirely within existing local governance structures.

Core Criteria

To qualify as an OECM, a candidate site must satisfy four core conditions established by the CBD and IUCN:

  1. Exclusivity: Located entirely outside the statutory protected area network.
  2. Spatial Definition: Possesses clearly demarcated geographic boundaries.
  3. Inclusive Governance: Governed through an active, recognized framework (e.g., local communities, indigenous groups, corporate entities, or municipal bodies).
  4. Sustained Outcomes: Demonstrates proven, long-term contributions to the preservation of species, ecosystems, and ecological functions.

Intent-Based Classification (IUCN)

  • Primary OECMs: Areas managed primarily for biodiversity conservation, but lacking formal legal designation under national protected area legislation.
  • Secondary OECMs: Sites where biodiversity conservation is an explicit secondary management objective alongside other activities (e.g., sacred groves, watershed protection areas).
  • Ancillary OECMs: Landscapes where long-term conservation is achieved as an unintentional byproduct of primary activities (e.g., military exclusion zones, historic heritage corridors).

  • Global Database: Evaluated and listed by the UN Environment Programme World Conservation Monitoring Centre (UNEP-WCMC) in the World Database on OECMs.
  • India's First OECM Site: The Aravalli Biodiversity Park in Gurugram was declared India’s first OECM on World Wetlands Day 2022. Once a heavily degraded quartzite quarry, the 392-acre site was ecologically restored through a collaborative effort involving the Municipal Corporation of Gurugram, local civil society (IAmGurgaon), and ecologists into a thriving urban forest containing over 300 native plant species.

  • Ecological Connectivity & Genetic Rescue: Serves as buffer zones and migration corridors between fragmented national parks, maintaining gene flow for wide-ranging fauna like tigers and leopards.
  • Tenure Protection for Communities: Validates indigenous and local conservation practices without transferring land control to state authorities, avoiding land alienation friction.
  • Corporate CSR Integration: Encourages corporate social responsibility (CSR) investments toward reclaiming degraded industrial, mining, or commercial lands into ecological assets.
  • Climate Change Adaptation: Creates contiguous, multi-use green corridors that allow climate-stressed flora and fauna to migrate naturally across shifting climate zones.
  • Decentralized Environmental Governance: Shifts conservation responsibilities from state forest departments to Gram Panchayats, urban local bodies, and private land managers.

Key Challenges

  • Lack of Dedicated Legal Backing: Operating without formal statutory status leaves OECM sites vulnerable to infrastructure development, land-use conversion, or urban encroachment.
  • Financial Volatility: Absence of earmarked state funding forces OECMs to rely on unpredictable corporate CSR contributions, philanthropic grants, or local municipal budgets.
  • Long-Term Monitoring Burden: Demonstrating "sustained ecological outcomes" requires long-term ecological monitoring, which can be resource-prohibitive for local community managers.
  • Inter-Departmental Friction: Co-ordinating conservation outcomes across multi-use landscapes frequently intersects with agriculture, mining, and industrial zoning policies.

Way Forward

  • Establish National Guidelines: Develop an institutional framework under the Ministry of Environment, Forest and Climate Change (MoEFCC) and National Biodiversity Authority (NBA) to streamline OECM identification and monitoring.
  • Incentivize Private & Community Stewardship: Offer tax incentives, payment for ecosystem services (PES), or priority green funding to private landowners and Panchayats maintaining verified OECMs.
  • Integrate with Biodiversity Heritage Sites: Link local OECMs with provisions under the Biological Diversity Act, 2002 (such as Biodiversity Heritage Sites) to provide lightweight legal safeguards without imposing rigid protected-area rules.

The OECM framework represents a vital shift toward decentralized, community-inclusive environmental management in India. By acknowledging non-traditional conservation landscapes, from restored urban quarries to community-managed sacred groves, India can expand its ecological footprint, bridge landscape fragmentation, and progress toward global biodiversity goals while protecting local livelihoods.
