Karnataka Plans Permanent State Water Commission

Context

In 2025, the Government of Karnataka announced plans to set up a permanent statutory State Water Commission through new legislation. The initiative seeks to ensure equitable water distribution, efficient management, and long-term water security while addressing recurring inter-state and intra-state river disputes.

About the Proposal

Background:
The proposed Commission will be a technical and expert-based statutory body modeled on the Central Water Commission (CWC). It will provide scientific and policy guidance to the state on water conservation, sustainable use, dispute resolution, and long-term planning for major basins such as Kaveri, Krishna, and Mahadayi.

Core Mandate and Powers:

  • Advise on sustainable water management and usage efficiency.

  • Recommend water reuse, recharge, and wastage reduction measures.

  • Offer policy and technical inputs on water disputes.

  • Prepare strategic blueprints for river basin planning, climate resilience, and disaster management.

  • Conduct studies on floods, droughts, and climate change for policy interventions.

Commission Structure and Dispute Resolution

Membership Composition:
The Commission is expected to have 10–15 members including:

  • Experts in hydrology, irrigation, and environment

  • Government officials and legal specialists

  • Financial experts and civil society representatives

This structure aims to promote scientific, transparent, and participatory governance.

Dispute Resolution Role:
The Commission will assist Karnataka in inter-state river disputes — notably Krishna, Kaveri, and Mahadayi — and focus on intra-state water allocation, coordination, and technical representation before central bodies.

Legal and Federal Framework

Constitutional Basis:

  • Entry 17, State List: Empowers states to manage water use and governance.

  • Entry 56, Union List: Gives the Centre authority over inter-state rivers.

The proposed body reflects cooperative federalism, ensuring coordination with central agencies like the CWC and Ministry of Jal Shakti.

Alignment with National Policies:
 Its work will align with:

  • Atal Bhujal Yojana – Groundwater sustainability

  • National Water Policy – Efficient and equitable use

  • Jal Shakti Abhiyan – Rainwater harvesting and watershed revival

Significance and Challenges

Significance:

  • Shifts from ad-hoc to institutionalised water governance.

  • Encourages data-driven and scientific decision-making.

  • Strengthens Karnataka’s position in inter-state negotiations.

  • Addresses urban scarcity, agricultural needs, and climate threats.

Challenges:

  • Requires strong departmental coordination and adequate funding.

  • Needs robust data systems and technology infrastructure.

  • Must avoid overlap with existing state and central water agencies.

Way Forward

  • Define clear legal mandates and functional boundaries.

  • Collaborate with research institutes and local user groups.

  • Employ AI and GIS tools for real-time basin monitoring.

  • Foster stakeholder awareness and participatory management.

Conclusion

The formation of a State Water Commission reflects Karnataka’s proactive move toward sustainable and equitable water governance. By integrating scientific expertise, cooperative federalism, and public participation, the initiative can serve as a model framework for other states grappling with growing water challenges amid climate and urban pressures.
