Context

India’s energy landscape remains highly vulnerable to global supply shocks, necessitating robust policy support and financial incentives to scale up alternative fuels, particularly biogas and Compressed Bio-Gas (CBG).

About Biogas

Biogas is a renewable mixture of methane, carbon dioxide, and trace gases generated through the anaerobic digestion (decomposition in the absence of oxygen) of organic material such as agricultural residue, animal dung, and municipal waste.

Role of Biogas in Promoting Energy Security

  • Clean Alternative Fuel: Chemically identical to natural gas, biogas is a carbon-neutral fuel that can directly replace fossil fuels in transport, heating, and power generation.
  • Reducing Import Dependency: With India importing over 80% of its crude oil and LPG requirements,  much of it passing through volatile maritime routes like the Strait of Hormuz, indigenous biogas production buffers against geopolitical disruptions.
  • Advancing the Circular Economy: Converting organic waste streams into energy prevents methane emissions from open decay, converts agricultural waste into valuable bio-fertilizers, and minimizes urban landfill loads.
  • Strengthening the Rural Economy: Decentralized plants create sustainable revenue streams for farming communities, generate local employment, and foster green entrepreneurship in rural areas.

Key Challenges in Scaling Biogas

  • Financial Barriers: High initial capital expenditure (CapEx) for plant machinery, technology integration, and distribution logistics poses a financial hurdle for small developers and rural cooperatives.
  • Market & Pricing Hurdles: Biogas faces tough price competition from heavily subsidized or freely available traditional fuels like firewood, unprocessed biomass, and standard LPG.
  • Feedstock Quality & Supply Chain: Inconsistent segregation of municipal waste and seasonal supply fluctuations of crop residue lead to inefficient plant operations and extra processing costs.
  • Regulatory & Inter-Agency Friction: Overlapping mandates among agricultural, urban development, and energy ministries slow down regulatory approvals, tariff rationalization, and subsidy disbursements.
  • Operational & Technical Constraints: Plant productivity often declines due to improper feed ratios, poor temperature management, or inadequate water supply in semi-arid regions.

Government & Community Initiatives

  • GOBARdhan Scheme: Umbrella framework designed to convert cattle dung and organic waste into resource streams, improving village cleanliness and generating rural income.
  • SATAT Initiative: Launched by the Ministry of Petroleum and Natural Gas to encourage commercial Compressed Bio-Gas (CBG) plants and integrate them into the natural gas grid.
  • National Bioenergy Programme: Managed by the Ministry of New and Renewable Energy (MNRE) to provide financial assistance for small, medium, and industrial-scale bio-energy projects.
  • National Policy on Biofuels: Promotes advanced bio-fuels and provides strategic direction for blending mandates in transport fuels.

    • Zakariyapura Model: Decentralized, household-level integrated biogas units supporting smallholder farmers.
    • Varanasi Model: Large-scale centralized biogas generation utilizing urban dairy waste for captive energy needs.
    • Banas Model: Integrated industrial-scale facilities processing organic inputs directly into grid-quality Compressed Bio-Gas.

Way Forward

  • Infrastructure & Grid Integration: Establish clear pipelines and off-take frameworks to seamlessly inject CBG into city gas distribution (CGD) networks.
  • Feedstock Supply Chain Management: Mobilize Farmer Producer Organizations (FPOs) and local civic bodies to ensure reliable, pre-segregated organic feedstock supply through long-term contracts.
  • Financial & Fiscal Incentives: Provide targeted viability gap funding (VGF), priority sector lending, and tax rationalization to lower up-front capital risks for developers.
  • Technology Modernization: Invest in high-yield anaerobic digestors and cost-effective purification technologies optimized for mixed organic waste streams.
