Recently, the 21st General Conference of the Asia-Pacific Institute for Broadcasting Development (AIBD) has re-elected India as the Chair for the third consecutive term.

  • India has already completed two terms as the President of the Asia-Pacific Institute for Broadcasting Development (AIBD) General Conference (GC), from 2018-2021 and 2021-2023.
  • Apoorva Chandra, Secretary, Ministry of Information and Broadcasting said that this has happened for the first time in the history of AIBD.

About the 21st General Conference of AIBD:

  • The 21st General Conference of the Asia-Pacific Institute for Broadcasting Development (AIBD) and its associated meetings 2023 (GC 2023) was chaired by Shri Gaurav Dwivedi, President of AIBD and Chief Executive Officer of Prasar Bharati.
  • The conference successfully concluded in Port Louis, Mauritius on 02-04 October, 2023.
  • The objective of this two-day conference was to: Promote a vibrant and harmonious electronic media environment in the Asia-Pacific region through policy formulation and resource development.

About Asia-Pacific Institute for Broadcasting Development (AIBD):

  • AIBD was established in 1977.
  • Its secretariat is located in Kuala Lumpur.
  • AIBD is hosted by the Government of Malaysia.
  • It was established under the auspices of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
  • India is one of the founding members of this organization.
  • Prasar Bharati, India's public service broadcaster, is a representative body of the Ministry of Information and Broadcasting of the Government of India in the AIBD.
  • It is a unique regional intergovernmental organization serving the countries of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP) in the field of electronic media development.
  • The Institute seeks to fulfill this mandate by mobilizing the intellectual and technical resources available within the national broadcasting organizations of its member countries, as well as regional and international bodies.
  • It does this through a well-established infrastructure and networking mechanism involving government agencies, non-governmental organizations, higher education institutions, the private sector and individual professionals.

Objective of AIBD:

  • The aim is to achieve a vibrant and harmonious electronic media environment in the Asia Pacific region through policy and resource development.

Membership in AIBD:

  • It has 92 member organizations from 44 countries, including 26 government members (countries), represented by 48 broadcasting authorities and broadcasters.
  • It also has 44 associates (organizations) representing 28 countries and territories in Asia, the Pacific, Europe, Africa, the Arab States and North America.

  • The United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP) is the most inclusive intergovernmental forum in the Asia-Pacific region.
  • It was established on 28 March 1947.
  • It has 53 member countries and 9 associate members, who cooperate in finding solutions to development challenges.

About Prasar Bharati:

  • Prasar Bharati is a statutory autonomous body established under the Prasar Bharati Act, 1990 and came into existence on 23.11.1997.
  • Prasar Bharati is also known as Broadcasting Corporation of India.

Objectives of Prasar Bharati:

The main objectives of Prasar Bharati given in the Prasar Bharati Act 1990 are as follows-

  • To keep the unity and integrity of the country and the values given in the Constitution intact.
  • To promote national integrity.
  • To safeguard the citizen's rights to obtain information on all subjects of public interest and to present the information in a fair and balanced form.
  • To pay special attention to the areas of education and literacy, agriculture, rural development, environment, health and family welfare and science and technology.
  • To create awareness regarding matters related to women, and to take special measures to protect the interests of children, elderly and other vulnerable sections of the society.
  • To provide adequate coverage of diverse cultures, sports and games and youth affairs.
  • To promote social justice, protect the rights of the lower classes, minorities and tribal communities.
  • To promote research and expansion of broadcasting services and development of broadcasting technology.
